TOKYO — The number of households which have refused to pay subscription fees to the scandal-tainted public broadcaster NHK soared to around 747,000 at the end of March from 560,000 a month earlier, the NHK president said Thursday.
The number of nonpayments at the end of fiscal 2004 was higher than the 700,000 forecast by NHK, formally called Japan Broadcasting Corp, in mid-March.
None of these people are getting in trouble because in Japan, it is law to pay your fees if you have a television, but there's no consequences to breaking this law. I've read quite many journals of people temporarily living in Japan and A LOT of them got out of paying by saying that they didn't have a t.v. yet.
